This paper focuses on NATO’s transformation process since 1989 and looks at three fundamental challenges: the principle of the indivisibility of security, the question of values and the problem of risk. The author concludes that there is little indication that the EU will develop into a military power that would compete with the US, but that NATO might become a diplomatic tool to reckon with.
