This brief highlights the main themes of discussion during the workshop "Integrating Small Arms Measures into Development Programmes" organized in December 2006 by the Norwegian Initiative on Small Arms Transfers. The paper outlines the key objectives and recommendations which were discussed, including research on small arms and development; risk assessment; as well as the needs and vulnerabilities and the challenge of matching resources with needs.
