This paper emphasizes that the discussion of a revised and non-military concept of security has a distinctly methodological side. The author argues that security is a practice, not an idea of the world and an action in the world relative to a certain set of facts about the world. In this framework, the paper discusses among other topics societal insecurity, migration, climate change, transnational organized crime, water and resource conflicts and energy insecurity.
