This paper summarizes the results and proceedings of a March 2000 conference on finding the most effective ways of drawing non-state actors (NSA) in armed conflicts into a humanitarian solution to the landmine crisis. The paper sheds light on the link between NSAs and landmines, introduces the legal framework and summarizes different countries' experiences. Furthermore, the paper addresses government responses, principles of engagement and measures to achieve a land mine ban.
