This is a summary of the results and proceedings of a July 2001 conference on the engagement with non-state actors (NSA) and best practices of enhancing NSA receptivity and compliance with humanitarian norms. In particular, the paper addresses the link between NSA and landmines, child soldiers and torture. It also identifies lessons learned and examines prospects for cooperation. With respect to written agreements with NSA, the paper highlights the danger of misunderstandings and misinterpretations.
