This paper presents the results of an international mission of Geneva Call to the Philippines' rebel Moro Islamic Liberation Front (MILF) in April 2002 that achieved a definitive commitment by the MILF for a total and unconditional ban of anti-personnel mines. In particular, the paper sheds light on the mission's background, conceptualization, preparation, conduct and results. The paper underlines that an international mechanism for humanitarian adherence and accountability of armed or rebel groups is possible.
