This paper discusses the use of landmines and improvised explosive devices (IED) by non-state actors (NSA), highlighting the need and possibility to ban antipersonal mines. The paper introduces the background and logic of landmine use by NSA, different types of mines used and the frequency of their use. Subsequently, the paper identifies regional disparities, existing sources for mines and differences in mine use between NSA and states. The report shows that NSAs, as well as states, are reluctant to admit that they are using a victim-activated weapon.
