This paper assesses the impact of the presence of non-state actors (NSA) and NSA actual or potential land mine use on the implementation and universalization of the Mine Ban Treaty (MBT). The paper assesses the implication of NSA existence for states' ability to meet MBT commitments, analyzes how such circumstances might influence the non-signatory states' decision to join the MBT and considers options for promoting a mine ban policy among NSAs. Furthermore, the paper surveys the respective situation in many conflict regions.
