These are the full conference proceedings of a March 2000 conference on finding the most effective ways of drawing non-state actors (NSA) in armed conflicts into a humanitarian solution to the landmine crisis. The conference discusses the link between NSAs and the use of landmines, explores the legal and normative framework and presents first hand experiences from various countries, including Burma, Mexico and Colombia. Subsequently, the paper features the views of several NSAs, explores the challenge to states and discusses how to engage NSAs in integrated mine action.
