This report analyzes Russia’s propaganda and disinformation campaigns designed for the conflict in Ukraine. The text specifically examines 1) the conceptual and historical roots of deception practices; 2) the metanarratives being generated by Russia; and 3) the policy objectives behind Moscow’s strategic deception efforts, both domestically and in selected countries of the European Union.
