This paper explains how Russia has been relying on hybrid warfare (HW) strategies to promote the Eurasian Union as a counterweight to the European Union. While exploring this theme, the text’s author additionally discusses 1) Russia's use of HW as part of its geopolitical agenda and why it’s pursuing this course of action; 2) Vladimir Putin's strategic goal of creating a Eurasian sphere of influence; 3) the effects of Russia's geopolitical strategy on the EU's eastern neighborhood and the consequences they could have for Europe; 4) Moscow's use of energy as part of its HW strategy; and 5) what the EU and NATO can do to counter Russia's actions.
