This paper examines the role of the international community in state reconstruction, nation and institution building in post-conflict societies, with a particular emphasis on the Western Balkan region. The authors discuss issues such as the concept and application of cooperative security in Southeastern Europe, lessons learned from Bosnia and Kosovo and regional efforts regarding refugee return.
