This paper examines the flow of resources from three of the world's largest AIDS donors. These are the US President's Emergency Plan for AIDS Relief, the Global Fund to Fight AIDS, Tuberculosis and Malaria and the World Bank's Multi-Country HIV/AIDS Program for Africa. The authors describe the levels and types of funding from these donors and highlight the procedures through which funds are commited, released and accounted for. They also identify specific ways in which the donor agencies could make the resources move more efficiently.
