This paper examines the status of the India-Sri Lanka accord signed on 29 July 1987. The author explains that it is significant that neither the Indian nor the Sri Lankan government did anything to mark the anniversary of the agreement. The paper states that while the Liberation Tigers of Tamil Eelam have taken most of the blame for the failure of the accord, sections of the Sri Lankan state, which could not reconcile to India's military intervention, also played a significant role in contributing to the agreement's failure.
