This paper discusses the protracted peace process between Armenia and Azerbaijan over the enclave of Nagorno-Karabakh despite the existence of a framework for a fair settlement. It introduces basic principles and key sticking points of the OSCE-led negotiation process and reviews both countries' war build-up and economic outlook. Subsequently, the paper identifies internal obstacles to peace on both sides and finds that none of the parties feels any urgency to settle the conflict.
