This paper examines the increasing role of the US Department of Defense (DoD) in the distribution of US official development assistance. The authors argue that the Bush administration’s strategic focus on the global war on terror and chronic under-investment in non-military instruments of state building have led to this development. The paper concludes that the DoD’s growing aid role carries potentially significant risks by threatening to displace or overshadow broader US foreign policy and development objectives.
