This paper discusses US funding of international development assistance. The authors argue that the US federal budget is dominated by defense and domestic spending and that Congress is likely to balance the FY08 federal budget by cutting development assistance and save perhaps expenditures related to global health pandemics. The paper concludes that core development assistance remains under-prioritized despite being a key component of US national security and global influence.
