This paper develops a comprehensive and structured approach to the analysis and the development of governance in water services. The authors review the so-called "crisis" of water governance and highlight the fragmented nature of current policy debates and the lack of a coherent unifying framework and agenda for action. The paper further considers how a political economy approach might apply to sector analysis and program. It concludes with a short discussion on how a water sector governance assessment might be taken forward.
