This paper discusses how opium production and trafficking continues to pose a serious threat to stability and good governance in Afghanistan. The authors suggest that the key to the long-term defeat of drug production and trafficking is to establish and enforce the rule of law, develop a licit economy rather than one dependent on drug revenues, and demonstrate zero tolerance for corruption at all levels.
