This paper discusses how US Embassies are confronted with unprecedented challenges of transnational threat coupled with weak governance in fragile states. The author argues that US Embassy staff - the so-called Country Team - often cannot act as a cross-functional entity in order to achieve US national security objectives. He proposes a holistic makeover that includes revised strategy and planning approaches, decision-making procedures, personnel training and incentives and resource-allocation flexibility.
