This paper examines the common view that developed countries caused climate change and therefore should address the problem by dramatically reducing carbon emissions. On the other hand, developing countries should be free to develop along a carbon-intensive path until they are much richer. The paper concludes that this view cannot withstand empirical scrutiny and is dangerous to both developed and developing countries.
