This paper examines cooperation in counterterrorism measures between the US and the EU. The author claims that although cooperation has become inherently difficult, US and EU perspectives on counterterrorism strategies tend to converge in most areas. However, while such convergence is reassuring, that fact alone provides no guarantee of success. The paper states that the real test will be to align these diagnostic and prescriptive elements of counterterrorism policy within the rubric of an agreed trans-Atlantic strategy that applies resources effectively.
