This report reflects on obstacles to and possibilities for reviving trans-Atlantic cooperation. The author looks in particular at the EU and US policies toward the Middle East. He argues that trans-Atlantic unity of purpose and action is a necessary, if insufficient, factor in achieving democracy and the rule of law in the greater Middle East.
