This paper describes how the EU's Treaty of Lisbon, if ratified, will comprise a series of innovations designed to increase the coherence and capabilities of the EU as a security actor. Besides several institutional changes, there are also revised substantive concepts in the treaty, such as the protocol on "permanent structured cooperation". The author also explains how security cooperation is planned to be relabeled and should become known as "Common Security and Defence Policy" (CSDP) rather than as "European Security and Defence Policy", signifying an updated level of ambition.
