This brief argues that today’s peacekeeping literature promotes the Protection of Civilians (PoC) framework without questioning its conceptual validity, including the assumptions lurking behind it. The latter include 1) taking ‘civilian’ identity for granted; 2) assuming that civilians are passive; 3) the “sedentary bias”; 4) promoting gender essentialism and the protection of ambiguous groups; and 5) the fallacy of terra nullius.
