This paper explores the implications of the trend toward more clean energy for the World Bank and other donor institutions, employing the proposed Mmamabula coal-fired power plant in Botswana as an illustrative case. The author concludes that clean energy projects should proliferate as donors learn about the new approach, and that more funds should be devoted to meeting the global emissions reduction mandate.
