This paper discusses the state of development of African countries. The authors argue that a growing group of sub-Saharan countries are embracing democracy and good governance, instilling stronger macroeconomic management, and benefiting from significant debt relief. The paper concludes that there are signs across Africa that signal a promising new beginning and hope for a better future.
