This text explains the motives behind the ambitious Belt and Road Initiative (BRI), which is designed to weave neighboring countries into a network of economic, political, cultural and security relations with China. The grand strategy behind this work-in-progress is to reconstitute a Eurasian regional order that has its own governance-related ideas, norms, and rules. The text’s author concludes that European countries should respond to this challenge by stressing their commitment to multilateralism, transparency, accountability, and the rule of law in an open, rule-based global order.
