This paper describes how risk management has developed into an important tool for security policy. The author explains that risk management features several advantages making it suitable for handling ongoing dangers and threats, but that it also remains prone to some difficulties in the process of practical implementation. The paper explains that some of the challenges of effective risk management are identical for public and private actors alike, while others must be considered separately in the context of politics and public administration.
