This publication addresses the contributions of NGOs to disarmament and security policy developments and implementation. The authors assess why governments complain that NGOs have no accountability and foul up delicate negotiations with unreasonable demands and proposals. The publication also further examines such questions as the special assets that NGOs may contribute to a negotiations process, whether NGO participation is at all valued by governments, whether there are areas where increased cooperation would be useful and which lessons can be learnt from general NGO/civil society partnerships.
