This report examines the role of nuclear testing and the Comprehensive Test Ban Treaty (CTBT) in the development of nuclear warheads. It presents discussions on nuclear weapon complexes in the absence of nuclear testing and discusses the technical abilities of various Science Based Stockpile Stewardship (SBSS) components. The authors also explore the controversies and criticisms of the SBSS.
