In 2016 NATO members signed the Cyber Defence Pledge, which elevated the defense of this domain to the military level. As a result, the authors of this brief believe the Alliance needs to rethink the meanings of resilience and deterrence in cyberspace, which go beyond the traditional understandings of these terms.
