This paper reflects the discussions held and conclusions reached at the 28th session of the European Security Forum one week before the expected declaration of independence by the government of Kosovo. The authors consider whether the secession of Kosovo is just or legitimate, whether the country is a unique case that does not set precedents and whether its independence exacerbates the East-West conflict.
