This issue of Disarmament Forum explores how to engage non-state armed groups (NSAG) in disarmament processes. It examines how NSAGs obtain weapons, how they can be included in disarmament efforts and whether the international system can cope with them. Furthermore, the paper discusses the practice of terrorist blacklists and targeted sanctions, reviews the effectiveness of diplomatic means of disarmament and looks at the threat of NSAGs acquiring weapons of mass destruction.
