This paper discusses the US President’s Emergency Plan for AIDS Relief (PEPFAR), the largest funder of global HIV/AIDS programs. The authors argue that PEPFAR does not regularly release detailed information about how the money is spent. They recommend that PEPFAR publishes official data on obligations to prime recipients and sub-recipients to improve transparency and accountability, permitting program cost-effectiveness analyses and comparisons of investments with results.
