This paper discusses social and political reform in Saudi Arabia. The author addresses the question of what "triggers" compelled the Saudi rulers to undertake reforms and discusses whether they stabilized or destabilized the regime. She also examines if the reforms have led to a liberalization of autocratic structures. The paper concludes that Saudi Arabia’s policies since 2001 are a sign that the autocratic desert kingdom is capable of small steps toward change.
