This paper analyzes the benefits and disadvantages of using tests of learning for measuring annual educational progress within programs of "progress-based aid." The author considers the validity of common assumptions regarding progress-based aid and standard indicators for measuring educational "progress" in developing countries are summarized. The paper concludes by discussing testing costs and options for the use of learning assessments in the context of progress-based aid.
