This paper contributes to the study of how to scale up the contribution tourism can make to poverty reduction. The authors adopt a value chain approach that seeks to intervene at key points in the tourism value chain that can significantly expand income and opportunities for the poor. After problems and solutions have been diagnosed, the paper identifies the main challenge to measuring the impact of intervention. Appraising the impact includes comparing baseline data, ongoing monitoring and ex-post evaluation. The paper develops a framework for monitoring and evaluation.
