This report assesses the success of the International Security Assistance Force (ISAF) in achieving the goals of its mandate. The report is broken into four sections in which the present situation is analysed and a number of recommendations proposed. The sections are: ISAF Background, Mission and Operations; Security Sector Progress; Insurgent Attacks; Afghan National Forces.
