The report highlights the findings from the New Voices conference hosted by the Lowy Institute in June 2005. It outlines five major themes that form part of the New Voices initiative: speed of change, inclusion-exclusion, centralization-diffusion, market-state and security-freedom. The report argues that it is imperative to monitor such issues when focusing on bottom-up processes in the context of globalization.
