The publication discusses factors surrounding the failures in international trade talks that culminated in the World Trade Organization ministerial meeting in Hong Kong. The author argues that countries have not been able to repeat successful multilateral trade rounds since the 1994 talks in Uruguay. The report concludes that preferential trading agreements have filled the vacuum in international trading.
