The publication discusses Australia’s role in institutional building and the establishment of international rules and norms. The author discusses the challenges and benefits in trilateral approaches to institutional development. He concludes that Australia should maximize its role at the regional level to develop rules of engagement rather than relying on multilateral and bilateral arrangements
