This brief analyses China’s concept of cyber sovereignty and how others are reacting to it. To Beijing, sovereignty in this domain means that each country has the right to control its 'information space' and shift the governance of the Internet to state powers. By extension, it also means that maintaining domestic stability and countering Western influence are top priorities for China’s autocrats. Although the response abroad to this approach has been mixed, the text’s authors worry that it will become increasingly important in years to come.
