To the author of this brief, it’s obvious: Although the US military has developed effective counterterrorism capabilities, it lacks a comprehensive strategy to counter and eliminate the drivers behind violent extremism (VE). In response, the Department of Defense should adopt a comprehensive counter-VE strategy that complements existing approaches, particularly with proactive, prevention-centered stability operations.
