This study analyzes the implications for security and reform in Ukraine created by the two approaches to “decentralization” currently in use in the country. More specifically, the two approaches are 1) the one stipulated by the Minsk agreement, particularly Article 11 of the 2015 list of measures to fulfill the Minsk agreement, which refers to the districts of Donetsk and Lugansk oblasts; and 2) the one outlined by Kiev in a number of recently amended laws on decentralization and that apply to the rest of the country.
