This text examines the opportunities, problems and trade-offs that peacekeepers have to face when deciding where, with whom and how to engage in field operations. The text’s author specifically argues that by integrating bottom–up and people-centric approaches in peace operations, UN forces will inevitably be more responsive to local needs. For this transformation to occur, however, 1) native communities must be involved in decision-making processes, and 2) their existing practices should be accounted for in operational guidelines.
