This paper discusses the ambiguous history of the Khmer Rouge Tribunal and analyzes its prospects and limitations. It argues that the Tribunal is far from ideal and notes that the Cambodian government has been hesitant since the time of its agreement with the UN to establish it. The author further argues that there have also been delays in handing down indictments against those associated with the Pol Pot regime. The paper concludes that, however, this may be Cambodia's chance of achieving some form of accountability.
