The African Governance Architecture and African Peace and Security Architecture are formally designed to advance human rights through good governance and democracy. This paper contends that while the African Union has relied on these initiatives to advance the above norms, the results have not matched the expectations first laid out in 2002. One reason for the discrepancy has been the persistence of strong, sovereignty-centered norms, which have also shaped the foreign policies of AU members.
