This policy brief reviews the relationship between religious civil society and development actors in Afghanistan. It examines the functions of Afghan civil society and discusses the missing cooperation with and acknowledgment of the religious civil society by national and international development actors. The authors explore the reasons for the lack of engagement and outline policy alternatives for enhancing cooperation.
