In this publication, Diego Ruiz Palmer argues that in spite of the many crises it has faced over seven decades, NATO has been a forum in which its members were able to stand together and build a common purpose, most notably through a process of strategy-making. To make his case, Ruiz Palmer first describes how strategy-making acts as an essential lens for exploring what has driven NATO’s policies. He then provides a detailed account of NATO’s strategic evolution during the Cold War and post-Cold War eras, and through to today.
